Wonderful! I absolutely enjoy keeping up with local issues and this allowed me to do that even while I was out of town.

I only have one comment that was mentioned by the MHCDF and at the end, the Mayor: MH Streets and Sanitation indeed does a SUPER job. Super enough that it really does deserve mention. It's too easy to overlook that part of town's service. If you take notice how they do their business, you'll be impressed too. It's like the difference between something hand-crafted and commercially-made. Care goes into MH's Streets and Sanitation where a city like Charlotte -- it's just a job for most there.

Call to Order
Mayor Bryan Hough called the meeting to order at 7:00 pm.

The following were present:

Jamie Guffey, Assistant City Manager
Councilman Jerry Bishop
Greg Beal, Planning Director
Councilwoman Carolyn Breyare
Ray Clemmer, Assistant Director of Utilities
Councilman J. Jason Gowen
Ryan Baker, Interim Fire Chief
Councilman Jim Hope
Don Roper, Chief of Police
Councilman David Moore
Dave Johnson, Utilities Director/City Engineer
Kemp Michael, City Attorney
Miles Braswell, Director of Streets and Solid Waste


Invocation
Reverend Bryan Hovey, Interim Pastor of First Presbyterian Church, gave the invocation.

Pledge of Allegiance
Boy Scout Troop 59 of the First United Methodist Church in Mount Holly led attendees in the Pledge of Allegiance.

Set the Agenda
With no changes to the agenda, Councilman Bishop made a motion to approve the agenda as presented. Councilman Gowen seconded the motion. All Council Members present voted in favor. (Motion carried)

PRESENTATIONS
1. Presentation of a Resolution Honoring Casey Eichfeld
The Mayor and City Council presented Olympic Medalist Casey Eichfeld with resolution for his accomplishment as a Slalom Canoer and a Olympic Medalist. Casey is a seven year Mount Holly resident of Mount Holly.
2. Presentation from Mount Holly Arts & Business Collective
Mr. Jeff Lee with the Mount Holly Arts and Business Collective came before the council to thank the Council and the City Staff for being proactive with downtown events. He was excited to see the large crowds of people congregating downtown on the streets for Food Truck Friday. On behalf of the Mount Holly Arts and Business Collective he expressed their sincere appreciation.
3. Presentation from the Mount Holly Community Development Foundation Wendy Foster
Wendy Foster with the Mount Holly Community Development Foundation came before the Council to thank them and City Staff for the help with the Art and Music festival. She advised that without help from the City it would be impossible. She gave a special thanks to David Clark and the Streets Department as they are "top notch." Ms. Foster further advised that the 2016 Art and Music Festival is already in the works and is planned for the weekend of September 23rd and 24th.

PUBLIC COMMENT – Three (3) Minute Limit

Mr. DeGraffenreid came before the City Council to request lowering the speed limit in Catawba Heights. He advised that he speed limit on Cherry Bolton and Maragrette is 35 mph and with the sidewalks making the community neighbor friendly the speed limit should be reduced to 25mph

NEW BUSINESS
1. Consideration and Approval of a Consultant Firm for the Feasibility Study of City Parks
Mark Jusko reported that RFQ's for the Feasibility Study of City Parks went out in August. Four (4) firms responded and made presentations to the Recreation Commission. The Recreation Commission narrowed the decision down to (2) Firms, McGill and Associates and Alfred Benesch and Company. There was discussion regarding qualifications and references for both firms. Mr. Jusko advised that McGill and Associates was the Recreation Commission first choice. Council directed staff to contact some other Cities and Town's that have used the proposed firms for additional references and bring the information back to the Council for discussion at the November Meeting.
2. Consideration and Approval of the Business Incentive Grant to Time Flies
Mr. Beal advised that the Incentive Review Committee voted unanimously to grant Time Flies Country Store the Business Incentive Grant for improvement made to the front display area. Councilman Bishop made a motion to approve the Business Incentive Grant for Time flies Country Store. Councilman Moore seconded the motion. All Council members voted in favor. (Motion carried)

Mayor Hough took this opportunity to commend the Streets and Solid Waste Department for their work at the Art and Music Festival and Food Truck Friday.

ADJOURN
With no additional items for discussion, Mayor Hough entertained a motion to adjourn. Mayor Pro Tem Toomey made the motion to adjourn the October 12, 2015 Council Meeting. Councilman Moore seconded the motion. All Council members present voted in favor. (Motion carried)
The meeting adjourned at 7:42 p.m.
