Call to Order
Mayor Bryan Hough called the meeting to order at 7:00 pm. The following were present:

Greg Beal, Planning Director
Councilwoman Carolyn Breyare
Ray Clemmer, Assistant Director of Utilities
Councilman J. Jason Gowen
Ryan Baker, Interim Fire Chief
Councilman Jim Hope
Brian Reagan, Deputy Chief of Police
Councilman David Moore
Dave Johnson, Utilities Director/City Engineer
Kemp Michael, City Attorney
Miles Braswell, Director of Streets and Solid Waste


Invocation
Councilman David Moore gave the invocation.

Pledge of Allegiance
Boy Scout Troop 59 of the First United Methodist Church in Mount Holly led attendees in the Pledge of Allegiance.

Set the Agenda
With no changes to the agenda, Councilwoman Breyare made a motion to approve the agenda as presented. Councilman Moore seconded the motion. All Council Members present voted in favor. (Motion carried)

CONSENT AGENDA

Mayor Pro Tem Toomey made a motion to approve the consent agenda. Councilwoman Breyare seconded the motion. All Council Members present voted in favor. (Motion carried)

PRESENTATIONS
1.Recognition of Officer Taylor Hager for receiving the Advanced Certificate from North Carolina Training and Standards
Deputy Chief Brian Reagan recognized Officer Taylor Hager for receiving the Advanced Law Enforcement certificate from the North Carolina Training Standards. Deputy chief Reagan advised that this is one of the highest standards awarded to a law enforcement officer.


2.Swearing in of Police Officer Ivory Craig Jr.
Deputy Chief Reagan introduced Ivory Craig Jr. the newest officer with the Mount Holly Police Department. He advised that Ivory has lived in Mount Holly over 20 years. Mayor Hough administered the Oath of Office to Officer Craig and his dad, Ivory Craig Sr., pinned his badge.


3.Swearing in of Deputy Fire Chief Craig Spry, Captain Justin Westbrook, Captain CJ Beheler and Fire Fighters Dexter Freeman and Daniel Wright. Chief Baker introduced Deputy Fire Chief Craig Spry, Captain Justin Westbrook, Captain CJ Beheler and Fire Fighters Dexter Freeman and Daniel Wright. Mayor Hough administered the Oath of Office to these gentlemen.

PUBLIC COMMENT – Three (3) Minute Limit
Charles McCorkle came before the City Council to thank the City Council and Staff for the wonderful job they do and to also invite everyone to the Community Outreach Block Party at Wesley Holiness Church on August 8th.

NEW BUSINESS
1.Consideration and Approval of Support for the 2015 River Sweep Project Neil Brennan
Mr. Neil Brennan came to the City Council to introduce the 2015 River Sweep Project. He advised that this is the 14th year of River Sweep. This year the coordinators are branching out to Mount Holly to request additional support. He advised that the litter sweep project is in need of boats and volunteers. Mr. Brennan advised that last year 109 tires were collected during the River Sweep Project. Mayor Hough asked what the city could do to help. Mr. Brennan replied that appreciate a monetary donation and recognition in the Monthly Newsletter announcing the need for volunteers. Mayor Pro Tem Toomey made a motion to show support for the River Sweep project and donate $500 to the cause. Councilman Moore seconded the motion. All Council Members present voted in favor. Motion carried

ADJOURN
With no additional items for discussion, Mayor Hough entertained a motion to adjourn. Councilman Moore made the motion to adjourn the July 13, 2015 Council Meeting. Councilman Gowen seconded the motion. All Council members present voted in favor. (Motion carried)

The meeting adjourned at 7:34 p.m.
